Job Summary

This Transportation Planner position is located in the District Department of Transportation (DDOT), Talent, Business, and Strategy Administration (TBSA), State and Regional Planning Division (SRPD). The mission of the District of Columbia government's District Department of Transportation (DDOT) is to is to equitably deliver a safe, sustainable and reliable multimodal network for all residents and visitors of the District of Columbia. The incumbent must manage the research program per federal regulation and code (Title 23, US Code, Section 505 and Title 23, CFR Part 420).


The position requires creating and obtaining approval from Federal Highway Administration an annual research work program; oversight of 10 – 15 active research projects (in collaboration with the project manager of the research project); effective administration to document the obligation, use, and close-out of federal funding; the maintenance and update of the DDOT Research Program Manual; excellent communication skills to coordinate with internal colleagues, external stakeholders, and maintain a network of other state practitioners.


Duties and Responsibilities

The incumbent will manage the federally funded research program. This includes solicitation of research ideas, facilitation of a selection panel following the process outlined in the research manual, and implementation oversight of the projects (direct implementation is completed by the DDOT project manager who submitted the research idea). The incumbent will facilitate and manage relationships with universities seeking to work with DDOT. This includes administering the university support contract and associated tasks, ensuring the lead university partner supports the research program as required, identifying collaboration opportunities, and facilitating internal linkages to external research partners, and helping to secure letters of support.


Develops annual Mass Transit spending plans, scopes of work for consultant studies, and coordinates study findings and recommendations with affected community groups and District and Federal agencies. Works in cooperation with Operations Administration (OA) and other divisions of the Project Delivery Administration to develop plans, specifications and work orders to implement the transportation services recommendations resulting from completed studies.


The incumbent will manage and implement DDOT’s research internship program in coordination with the university support contract. This includes solicitation of research intern ideas, management of all associated contracting and invoicing activities, and support for interns assigned to DDOT project managers. The incumbent will manage the day-to-day spending of the research program; generate reports for quarterly and annual submission to the Federal Highway Administration; and maintain open communication with the Federal Highway Administration for oversight and implementation of the program.


The incumbent serves as the Transportation Research Board State Representative and facilitates engagement with the Transportation Research Board and the cooperative research programs.


Qualifications and Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but not limited to tracking federal discretionary grant opportunities; demonstrated experience in coordinating cross-functional teams; and excellent verbal and written communication skills. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The position requires excellent communication, organizational and analytical skills to include experience facilitating meetings, writing memoranda, offering presentations, and creating spreadsheets to communicate information to a wide audience of DDOT leadership and peers, regional and federal partners, external stakeholders, and the general public.

Demonstrated capability to read, understand, and implement federal regulations and requirements.


Demonstrated capability to manage contracts and solicitations.

Licenses and Certifications

Work is primarily conducted in an office setting and may also involve visits to work sites.
