Job Description

Position is the agency’s planning specialist for the Park and Ride / Transportation Demand Management (TDM) Program. This position will coordinate with local, regional, and state planning entities on multimodal planning activities and TDM strategies. Support urban and rural planning functions. Conduct technical and geospatial analyses to support development of recommended improvements and strategies to meet future transportation needs. Support ongoing communication and collaboration with local and regional governments, state agencies, and other stakeholders. Utilize geographic information system (GIS) technology to inventory and manage park and ride facilities, support mapping and geospatial data management and analysis, and facilitate planning activities such as corridor studies, long range plans, project prioritization, and demand estimation.

Minimum Qualifications

  • Bachelor’s degree in Transportation, Urban, or Regional Planning, or related field. Demonstrated proficiency in geographic information system (GIS) technology, software, and applications. 
  • Ability to plan, prioritize, coordinate, and complete multiple assignments within scheduled timeframes. 
  • Skill and ability to positively interact with staff, citizens, government officials, and other stakeholders. Knowledge of TDM strategies and park and ride program planning and management. 
  • Ability to evaluate, develop, and maintain innovative solutions for TDM and mobility initiatives. Knowledge of federal, state, and local transportation planning and land use regulations, procedures, and policies. 
  • Knowledge of long-range transportation planning to include transportation studies, traffic analyses, forecasting, and data analysis.


Preferred Qualifications

  • Experience in long-range transportation planning to include transportation studies, traffic analyses, forecasting, and data analysis. 
  • Experience in developing and implementing transportation demand management (TDM) strategies and park and ride program planning and management. 
  • Experience as liaison with diverse groups – staff, citizens, government officials, and other stakeholders.
  •  Master’s degree in Transportation, Urban, or Regional Planning, or related field; equivalent experience or training may substitute for degree. 
  • Certified Planner with American Institute of Certified Planners (AICP).


Special Requirements

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.


This position may be eligible for telework opportunities; availability, hours, and duration will be in accordance with the Commonwealth’s Teleworking policy.
