Description

The City of Richmond, Department of Economic Development is currently seeking a highly motivated Senior Management Analyst. The qualified individual will focus on policy, compliance, reporting and strategic plan implementation for the Department.


Duties include but are not limited to

  • Compile all performance metrics;
  • Complete and submit required reports;
  • Create and maintain a database of performance grant agreements and development agreements and track all performance measures for compliance;
  • Create documents for City Council Ordinances and Resolutions;
  • Monitor legislation being considered by City Council and the Virginia General Assembly;
  • Create visualizations of data using GIS software;
  • Assist in developing guidelines for economic development programs;
  • Assist in writing performance grant agreements and development agreements; and
  • Assist in the implementation of the city’s Strategic Plan for Equitable Economic Development (https://tinyurl.com/RichmondSPEED)
  • Coordinate compliance-related information sharing between city departments and local/regional/state/federal economic development stakeholders.


Qualifications, Special Certifications and Licenses


KNOWLEDGE, SKILLS, AND ABILITIES:

The ideal candidate must have a background in planning, policy, land use, environment, equity, and/or project management as well as ordinances, government regulations, agency rules, and the legislative process. The selected candidate also needs to have knowledge of Geographic Information Systems (GIS)/Mapping and analysis and reporting of data as well as analysis and reporting of data. The individual must possess good communication skills both oral and written. The selected candidate enjoys drafting and revising documents and reports. He/she must have the skills how to navigate city processes and prepare forecasts, reports, and analyses for special projects. The selected candidate has the ability to adapt and multi-task. He/she good problem solver and is able to work in a team. The individual has the ability to solve problems and make sound decisions.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
