Job Description

The Loudoun County Department of Housing & Community Development is currently seeking an experienced, proactive individual to serve as the Unmet Housing Needs Strategic Plan (UHNSP) Implementation Project Manager to develop new housing and community development programs.


The Project Manager, part of a newly formed housing policy team, will guide and oversee UHNSP implementation and strategic housing program planning efforts, and track and monitor achievements. This position will function as program developer; be a creative problem solver, developing program parameters, guidelines, and materials; establish work plans for implementation; work with program managers to initiate programs; research, write, and present staff reports; oversee consultant studies; coordinate with staff from other departments such as County Attorney's Office, Planning and Zoning, Economic Development, Building and Development, and the Health Department, among others; and identify and apply for grant funding.


Duties of the position include:

  • Manages UHNSP implementation project work from start to finish
  • Monitors and reports UHNSP achievements quarterly (specifically to the Transportation & Land Use Committee)
  • Develops performance measures
  • Develops new programs, policies, procedures, and standards
  • Manages and tracks multiple projects across different strategies
  • Manages timelines and deadlines of multiple projects
  • Communicates project needs clearly to Department staff
  • Plans and coordinates meetings across departments
  • Makes presentations on plan progress and projects
  • Manages/work with consultants
  • Delegates tasks within larger projects


Knowledge, Skills, and Abilities:

  • Knowledge of local housing needs and housing programs.
  • Theories, concepts, principles and practices of the housing development process, housing finance, and services for low-income households.
  • Experience managing complex strategic projects.
  • Experience measuring and reporting progress against project goals.
  • Experience reviewing Federal, State, and County policies and regulations, zoning, site plans, and other technical information.

Job Requirements

  • Master's degree in Public Administration, Public Policy, Planning, or a related field; three (3) years of related work experience; or equivalent combination of education and experience.
