Job Description

The Virginia Department of Transportation’s (VDOT) is seeking a Multimodal Planner with strong Geographic Information Systems (GIS) skills and experience. The selected candidate will support the Bicycle and Pedestrian Program, Park and Ride / Transportation Demand Management (TDM) Program, and the SMART SCALE scoring process. The selected candidate will assist with corridor studies, perform projects that involve data management, spatial analysis, and mapping. The selected candidate will create, edit, and publish maps using ArcGIS and ArcGIS online. The selected candidate will coordinate efforts to enhance public involvement, improve bicycle and pedestrian data; develop, update, and maintain content on the VDOT website, and respond to internal and external program inquiries.


This is a wage/hourly position, and no state benefits are provided.


This position is limited to an average of 29 hours per work week, not to exceed 1500 work hours in the wage fiscal year ending April 30th of each annual year.


Minimum Qualifications

  • Experience using Esri ArcGIS Pro, ArcMap, and ArcGIS online. Experience with spatial analysis and geoprocessing techniques, editing, linear referencing, georeferencing images, and data management. 
  • Experience creating maps and mapping applications on ArcGIS Online, general map creation, and ArcGIS online Story maps. 
  • Ability to create and modify geographic data from a variety of sources, including text files, hard-copy maps, GPS data, and field notes. 
  • Knowledge of transportation planning. 
  • Skilled in the use of Microsoft Office applications – Word, Excel, PowerPoint, and demonstrated customer service skills. 
  • Demonstrated ability to use MS Office Suite software; to consolidate data from disparate sources and provide both policy and technical analysis; to exercise strong analytical and problem solving skills; to communicate effectively, both orally and in writing; and to complete work tasks with minimal supervision. 
  • Ability to perform occasional field work.


Preferred Qualifications

  • Experience developing Python scripts, JSON, APIs, and ability to script repetitive tasks. 
  • Experience with data analysis and visualization. 
  • Degree in Transportation, Urban or Regional Planning, Transportation Policy, Public Administration, Civil Engineering, or related experience.
  • Experience with multimodal transportation.


Special Requirements

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

VDOT is an emergency operation agency. 


Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. 


Not all designated employees are provided an emergency operations assignment.


This position may be eligible for telework opportunities; availability, hours, and duration will be in accordance with the Commonwealth’s Teleworking policy.
