The City of Richmond’s Department of Economic Development is currently seeking a highly motivated Senior Management Analyst who wants to make an impact on the city and the community. This critical position leads the Department’s efforts to analyze economic, labor, and development data and is responsible for performance management of economic development incentives and financial tools.


The successful candidate will have significant experience working in a collaborative, fast-paced environment that requires strong attention to detail. This person must be able to prioritize and effectively manage multiple projects, work well under pressure to meet deadlines, exhibit sound judgment in making decisions, and have excellent verbal and written communication skills.  


Duties include but are not limited to:

Track and analyze economic, workforce, and development data and provide insights to Dept. of Economic Development and City leaders

Conduct corporate and business intelligence research to support industry cluster strategy and business attraction, expansion and retention efforts

Create compelling data visualization and maps to communicate economic and development data

Conduct project and incentive evaluation

Leveraging technology, monitor economic development performance incentives and track performance measures, and build or adapt systems to increase efficiency and effectiveness of program administration

Create documents for City Council Ordinances and Resolutions

Collaborate with other City and State departments on priority economic development initiatives including, the City Attorney’s Office, Department of Planning and Development Review, Department of Finance, Department of Budget & Strategic Planning, Greater Richmond Partnership, and Virginia Economic Development Partnership

Assist in writing performance grant agreements and development agreements

Assist in developing guidelines for economic development programs

Assist in the implementation and performance monitoring of the city’s Strategic Plan for Equitable Economic Development: Strategy - Richmond Economic Development (richmondeda.com)

Monitor and analyze legislation being considered by City Council and the Virginia General Assembly


Qualifications, Special Certifications and Licenses


KNOWLEDGE, SKILLS, AND ABILITIES: 

Knowledge of business development, project management, asset management, and operations, as it relates to economic development. 

Knowledge of financial reporting and a basic understanding of accounting and audit practices.

Knowledge of local and state economic development policy, and local ordinances, regulations, and legislative processes.

Knowledge of analysis and reporting of data. 

General knowledge of the principles, methods, and practices of urban planning, workforce development, affordable housing, and brownfields redevelopment.

Thrive in a constantly evolving, fast-paced environment. 

Analyze and think critically, craft actionable solutions, and make decisions both independently and collaboratively (depending on the situation.)  

Possess exceptional organizational skills and the ability to establish, maintain, and enforce operations and financial best practices. 

Have excellent written and verbal communication skills. 

Build productive relationships with internal and external stakeholders to gather information, solve problems, and achieve goals. 

Experience with Microsoft 365 products; specifically excel. Knowledge and experience with Customer Relationship Manager (CRM) solutions, like Salesforce.com. 


MINIMUM TRAINING AND EXPERIENCE:

Bachelor's degree in business or public administration, or field related to assignment

Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
