Description

The City of Roanoke is currently seeking an energetic, dedicated team player to fill a vacant Traffic Engineer I / Complete Streets / Vision Zero Coordinator position in Transportation Division’s Traffic Engineering section.


Top candidates for this position will possess experience and knowledge in traffic operations, traffic analysis, multi-modal planning, complete streets, vision zero, and public engagement. This position will assist the City Traffic Engineer to maintain current programs, expand existing programs, and initiate new programs (such as Vision Zero) that aim to improve traffic operations for all modes of transportation within the City of Roanoke. This position also requires knowledge of traffic engineering principles and practices in project management, signal operation, traffic studies, signs, pavement markings, and traffic control. Further, this position will work in planning, organizing, and coordinating traffic operations with both in-house and contracted field operations staff.


Candidates for the Traffic Engineer I / Complete Streets / Vision Zero Coordinator position should possess a Bachelor's degree from a four-year college or university recognized by the Commonwealth of Virginia Registration for Architects and Engineers with a major in Civil Engineering or a related field. In addition, candidates should possess a minimum of one year of professional experience in transportation engineering or transportation planning, as well as project management. Recognition as an Engineer-in-training in the Commonwealth of Virginia is preferred. Finally, the candidate shall possess a valid driver's license issued by the Commonwealth of Virginia.

Examples of Duties

SUMMARY

Performs engineering work related to design, construction, maintenance, and operation of the City's transportation system. Assists the City Traffic Engineer with the supervision and oversight of the Traffic Engineering Section as assigned.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned


  • Managing state and federal funded projects with the Virginia Department of Transportation VDOT
  • Prepares State and Federal transportation improvement grant funding applications for local projects
  • Conduct, reviews, and analysis traffic engineering studies.
  • Prepares signal warrant analysis, signal timing plans, and pavement marking plans, specifications, and cost estimates for transportation engineering projects
  • Work in coordination with the signal and sign operation supervisors to assist on projects related to maintenance of traffic operation facilities including signal timing operations, paving marking projects, sign installation, and others
  • Coordinate pedestrian, bicycle and accessibility related projects and their implementation in the City right-of-way
  • Performs site plan, subdivision plat, and traffic impact study reviews
  • Assists and reviews traffic control setups for assemblies, parades, street closures, are according to MUTCD standards and VDOT standards
  • Handles and responds to traffic-related citizens' complaints and requests, and conducts field investigations
  • Assigns and prepares monthly work orders and oversees the City street lighting program and guardrail repair program
  • Project and construction management/ oversight
  • Review and setup for temporary traffic control
  • Knowledge of AutoCAD, GIS, Synchro, etc.


SUPERVISORY RESPONSIBILITIES

Supervises traffic engineering staff as assigned. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

EDUCATION and/or EXPERIENCE

Bachelor's degree from four-year college or university recognized by the Commonwealth of Virginia Registration board for Architects and Engineers with a major in civil engineering or related field; one year professional experience and/or training in engineering work and project management preferred; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS

Recognition as an Engineer-in-training in the Commonwealth of Virginia preferred. Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
