An Overview

Under the supervision of the Division Chief of Administrative Services, the Fiscal Analyst provides a wide array of financial support for the Alexandria Library. Key areas of responsibility include the following functional areas: accounting, financial reporting and audit; accounts payable and vendor management; budget preparation and reporting; payroll processing; data management and reporting.


The Opportunity:

 Accounting & Audit

· Performs all routine accounting activities for the department, entering expenditures and revenues, ensuring that transactions are properly approved, coded and documented;

· Creates journal entries of cash receipts, including electronic transfers, credit card payments, monies from debit card machines and cash registers;

· Reconciles all financial accounts and completes monthly financial close;

· Prepares monthly and annual financial reports and monitors fiscal condition of operating programs and grants;

· Exercises responsibility for fiscal-management activities and maintains departmental financial management systems;

· Coordinates annual audit and financial statement preparation, including provision of supporting documentation and schedules to auditors;

· Maintains financial records and files for the Alexandria Library, Alexandria Library Foundation and James M. Duncan, Jr. Library Foundation;

· Prepares tax filings and related documentation for all relevant entities;

· Serves as Fixed Asset Manager for the Library.


Accounts Payable & Vendor Management

· Performs accounts payable functions and processes all invoices for payment;

· Maintains vendor files, manages vendor correspondence, researches and resolves vendor inquiries and issues;

· Prepares vendor reports, prepares related tax filings and maintains requisite files.


Budget & Payroll

· Serves as the Library’s Payroll Administrator; reviews and verifies bi-weekly time reporting; updates payroll system for new hires and terminations; resolves any payroll issues in coordination with the City Finance Department;

· Assists in planning, developing, and preparing the annual operating budget and in developing periodic projections;

· Develops financial analyses for preparing and monitoring the department budget;

· Monitors program and grant expenditures and revenues, recommending solutions to identified issues.


Reporting & Data Management

· Collects and maintains key departmental performance and operational data

· Leads compilation of annual State “Bibliostat” reporting

· Develops and provides reports to appropriate City, State, and Federal contacts


Other Responsibilities

· Provides administrative and fiscal support to the following Boards: Alexandria Library, Alexandria Library Foundation, James M. Duncan, Jr. Library Foundation; prepares information and documentation for Board meetings;

· Serves as a Financial Liaison to the City of Alexandria, attending requisite meetings;

· Identifies and implements financial system efficiencies and improvements;

· Provides technical guidance on financial matters to employees within the department;

· Communicates work progress and accomplishments in oral and written reports, and generates own new work assignments through feedback obtained in discussions;

· Responds to policy and procedural questions regarding budget, finance and other matters;

· Assists with Administrative Office functions, including answering and directing phone calls, and arranging for building and custodial maintenance;

· Performs related work as assigned.


The Ideal Candidate:

Minimum: Two Year College Degree with coursework in accounting or financial management; at least three years of progressive experience in the field of accounting and financial management; at least two years of experience with QuickBooks or another commercial financial software application; at least one year of work experience involving public accounting or public financial administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have strong attention to detail, strong analytical skills and the ability to interpret fiscal accounting records and to prepare accurate and complete reports.


Preferred: Four Year College Degree in Accounting or Financial Management. Experience creating, maintaining, and manipulating spreadsheets; experience with QuickBooks; demonstrated experience with cloud-based financial applications; ability to analyze, summarize and present analyses; Financial certifications and experience with multiple financial and payroll systems a plus.


Schedule: Hours are scheduled to meet the needs of the library.


Salary: $49,596 - $87,277 (annually)
