Pay Grade 5 - $18.28 - $23.84


This job description indicates, in general terms, the type and level of work performed as well as the typical responsibilities of the position. Position Summary

Under the direct supervision of the Director and Deputy Director of Planning. Responsible for performing technical and professional planning duties, permitting/inspection, FEMA compliance and Geographic Information System (GIS) mapping and analysis.


Essential Functions

  • Creating, managing and updating GIS data, utilizing GIS technology
  • Maintaining planning, statistical, photographic, and historical records
  • Preparing data and reports for meetings of the Planning Board and County Commission
  • Answering questions/explaining permitting requirements and platting processes to public
  • Collecting and assembling data required to issue permits, working with applicants to ensure consistency and compliance with laws and regulations
  • Inspecting structures, improvements, and work sites to ensure compliance with codes, ordinances, and laws
  • Interviewing persons familiar with property improvements to accurately analyze all factors affecting compliance to county ordinances and state regulations
  • Performing duties in data management, FEMA, US Census and building permit reports


The Ideal Candidate Will Have

  • Extensive use and knowledge of computer software and technology, specifically GIS
  • Proficient mathematical skills
  • Excellent spoken and written communication skills
  • Ability to identify properties by legal descriptions, maps, permits, and appraisal records
  • Knowledge of ordinances and laws governing the planning procedures for real property
  • Understanding of building construction and ICC codes
  • Familiarity with FEMA floodplains requirements
  • Adaptability to new software and systems


Examination, Testing, and Certification

  • Valid South Dakota Driver’s License
  • Successful completion in written and/or oral interviews
  • Bachelor’s degree with coursework in planning and GIS preferred
  • Certification by SD-DENR in On-Site Wastewater Systems within 60 days of hire
  • Certification as an ICC Certified Permit Technician within 1 year of hire
  • Other such examination as deemed appropriate and necessary by the County


This is a non-exempt, full-time benefitted position and is eligible for veterans’ preference. Meade County offers health/vision, dental, and life insurance, paid leave benefits, and retirement benefits. The position is a member of Class A retirement under the South Dakota Retirement System.
