Planner (GIS) Equalization and Planning
Pay Grade 5 - $18.28 - $23.84

Position Summary
Under the direct supervision of the Director and Deputy Director of Planning. Responsible for performing technical and professional planning duties, permitting/inspection, FEMA compliance and Geographic Information System (GIS) mapping and analysis.
Essential Functions
- Creating, managing and updating GIS data, utilizing GIS technology
- Maintaining planning, statistical, photographic, and historical records
- Preparing data and reports for meetings of the Planning Board and County Commission
- Answering questions/explaining permitting requirements and platting processes to public
- Collecting and assembling data required to issue permits, working with applicants to ensure consistency and compliance with laws and regulations
- Inspecting structures, improvements, and work sites to ensure compliance with codes, ordinances, and laws
- Interviewing persons familiar with property improvements to accurately analyze all factors affecting compliance to county ordinances and state regulations
- Performing duties in data management, FEMA, US Census and building permit reports
The Ideal Candidate Will Have
- Extensive use and knowledge of computer software and technology, specifically GIS
- Proficient mathematical skills
- Excellent spoken and written communication skills
- Ability to identify properties by legal descriptions, maps, permits, and appraisal records
- Knowledge of ordinances and laws governing the planning procedures for real property
- Understanding of building construction and ICC codes
- Familiarity with FEMA floodplains requirements
- Adaptability to new software and systems
Examination, Testing, and Certification
- Valid South Dakota Driver’s License
- Successful completion in written and/or oral interviews
- Bachelor’s degree with coursework in planning and GIS preferred
- Certification by SD-DENR in On-Site Wastewater Systems within 60 days of hire
- Certification as an ICC Certified Permit Technician within 1 year of hire
- Other such examination as deemed appropriate and necessary by the County
This is a non-exempt, full-time benefitted position and is eligible for veterans’ preference. Meade County offers health/vision, dental, and life insurance, paid leave benefits, and retirement benefits. The position is a member of Class A retirement under the South Dakota Retirement System.
