Associate City Planner
Full-time

(FULL TIME, EXEMPT). 


Under supervision of the Planning Director, the Associate Planner performs mid-level planning work in the Planning Department. Work includes the technical review of planning applications and the preparation and presentation of staff reports to the Planning Commission, Board of Zoning Appeals, and the Board of Mayor and Alderman as needed. Work may involve the collection and analysis of data, interpretation of codes, and other work as assigned.


ESSENTIAL FUNCTIONS OF THE JOB

  • Conducts review of various development applications including subdivision plats, site plans, variance and rezoning requests.
  • Writes and presents staff reports and recommendations for Planning Commission, Board of Zoning Appeals, and Board of Mayor and Aldermen consideration and assists in managing and archiving reports and supporting documentation.
  • Provides information orally and in writing to City employees, property owners, developers, community organizations, and the general public.
  • Reviews plans and drawings for compliance with planning requirements and approvals.
  • Assists Planning Director in developing long range plans for the community.
  • Assists in the preparation of long-range planning and transportation projects, annexation studies, land development regulations and ordinance preparation.
  • Prepares computer based graphic materials and maps.
  • Conducts research, surveys, and interviews to obtain data and formulate recommendations.
  • Works with other City departments related to planning and zoning matters.


ADDITIONAL EXAMPLES OF WORK PERFORMED

  • Answers and directs public inquiries in person, by phone, or through electronic mail as required;
  • Receives the public and answer questions from employees, citizens, and others, while providing excellent customer service;
  • Conducts site inspections for past project approvals for long-term land use code compliance with approved site plan/development plans;
  • Attend and participate in evening meetings of Board of Zoning Appeals,
  • Planning Commission, Board of Mayor and Aldermen, and others as assigned;
  • Performs other duties as assigned.


Qualifications

Bachelor’s Degree in city, regional, or urban planning or in a closely related field, such as landscape architecture or urban design is required. A minimum of two years’ experience in a municipal planning agency is required; five years’ experience is preferred.


Special Requirements

REQUIRED KNOWLEDGE AND ABILITIES Knowledge of software programs such as Microsoft Office. Knowledge of ArcGIS or similar mapping system. Ability to effectively present information one-on-one or in small group situations to other employees or the organization. Developed knowledge of planning principles and practices. Knowledge of effective writing and oral presentation techniques. Knowledge of zoning, land use and subdivision procedures and requirements. Ability to interpret and explain City land use, zoning and subdivision and general planning laws and regulations. Ability to read and use City/County tax rolls. Ability to analyze and compile technical and statistical information. Ability to work independently or in a group setting; to accept direction and complete tasks on time. Must possess a valid driver’s license.
