Job Summary

This position serves in the District Department of Transportation, (DDOT), Curbside Management Division (CMD) and reports to the Curbside Programs Manager. The Curbside Management Division manages and regulates the District’s curbside to create safe, reliable, sustainable, and equitable access for people and goods. Charging for parking, loading/unloading, and other temporary use of the curb is a key tool for reaching these goals. The Curbside Management Division relies on contracts with private vendors to operate and maintain the technology that make those charges possible, including coin collection. Large numbers of customers interact with these payment systems every day, making efficient and timely operation and maintenance essential for DDOT. The Curbside Payment Management Analyst will enhance DDOT's ability to oversee these vendors' work and improve the customer experience.


Duties and Responsibilities


The Curbside Payment Management Analyst oversees vendors' work and tracks their performance against metrics laid out in contract documents, District policy, as well as industry best practice. The incumbent consistently and professionally holds the vendor accountable for their work using findings from field inspections, data from various sources on asset condition, District transportation policies, and Department priorities. The incumbent submits work requests to vendors and ensures that customer/stakeholder work requests are forwarded to appropriate vendors and follows up with the vendors, if needed, to ensure completion within established timeframes.


The incumbent enters data into and uses dashboards, databases, as well as other software to maintain an up-to-date inventory/registry of asset location and condition, measure contractor performance against key performance indicators, and inform management and leadership for decision-making purposes. The incumbent communicates regularly and coordinates with colleagues in other departments and other District agencies on the installation, removal, and relocation of curb-payment equipment required by changes in curb management as well as private and public construction. The incumbent uses data on equipment status and knowledge of curb usage patterns to prioritize inspection of the vendors’ work by District staff and assists with inspections. The incumbent serves as a Contract Administrator and coordinates between multiple contractors related to curbside management assets and payments. The incumbent collaborates with vendors and District colleagues to anticipate and solve problems that could hinder operations. The incumbent assists colleagues with formulating annual capital and operating budgets for the curbside payment programs and alerts colleagues when operations may require special budget allocations. The analyst assists colleagues with conducting financial and contract audits. The incumbent continuously studies operating procedures to identify improvements and opportunities for automation. The incumbent writes and updates relevant standard operating procedures. The incumbent maintains awareness of emerging meter and curbside payment technologies and reports on them to colleagues for potential investment. The incumbent must have the ability to establish a rapport and excellent teamwork and collaboration with various teams and all levels of management within the District Government, external officials, contractors, the public, and elected and appointed officials; to organize work, set priorities, and determine resource requirements; and to effectively communicate orally and in written formats, technical information pertaining to curb payments. 


Qualifications and Education


Specialized Experience: Specialized experience which is directly related to the position has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression. Knowledge of asset management and reporting, directing and coordinating the work of contractors or other employees, identifying patterns and trends through the analysis of numerical data, negotiating contractor responsibility when ambiguity exists in the governing contract, investigations, preparation of reports, creating and tracking work orders, troubleshooting, maintaining, and repairing equipment and software, and inspecting the work of others.


Bachelor's degree in engineering, computer science, business, or other fields related to the position preferred.


At least five (5) years of specialized experience preferred. Experience entering data into and gathering information from computerized asset-management and/or work-order systems such as Cartegraph, Cityworks, Accela, Maximo, or similar preferred. Working knowledge of how to create or modify dashboards and databases in Tableau or Power BI preferred. Knowledge and experience with local, state, or federal contracting preferred.


Experience with the Microsoft Office Suite preferred.


Intermediate to advanced skill with Excel strongly preferred.


Prior experience with parking meters, parking access revenue control systems (PARCS) equipment, tolling, and/or other payment technologies preferred.


Working Conditions/Environment

Work is conducted in an office setting as well as on visits to work sites, including in inclement weather conditions.


Licensures and Certifications

Must possess and maintain a valid driver's license and have an acceptable driving record.

Position Designation: The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background, and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.


Emergency Designation: This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Incumbent may be required to work weekends, evenings, and in on-call situations.
